Our international affiliates work to develop commercial real estate best practices around the globe. CREFC’s chapters in Canada, Japan, and Europe host conferences and seminars and conduct their own policy development and partnering with their respective governments on legislation and regulation that affect the industry. CREFC Europe

CREFC Europe is the trade association for the commercial real estate (CRE) finance industry in Europe. Our mission is to promote transparent, liquid and sustainable CRE debt markets for the benefit of our members, the wider industry and ultimately the European economy as a whole. We are the meeting place for CRE lenders and debt investors of all kinds and the collective voice of the industry in communicating with policymakers and regulators, the media, property owners and debt investors.

CREFC Japan

CRE Finance Council-Japan plays a key role in supporting the growth and viability of commercial mortgage-backed securities in Japan, which currently boasts the second largest commercial real estate market in the world. This chapter remains actively engaged in discussions with regulatory bodies on the benefits of CMBS relative to the Japanese economy. The Japan chapter is also engaged in educational initiatives to bring additional interest and knowledge to the market.

In Japan, our members are working with the government to discuss how to activate the private sector’s money. Members in Japan believe the government would like to set aside a percentage-based target for funds that would be dedicated to infrastructure renovation in Tokyo and other major cities across the country to ensure new environmentally sound office buildings and to encourage private investment in the social infrastructure sector, including commercial real estate.

Working together with regulators and other market participants, CREFC Japan is active in its work to ensure that the government understands Japanese CMBS as a useful tool to provide sustainable long-term financing to support economic growth.

Advocacy

CREFC Government Relations: Shaping Our Industry

CREFC’s Government Relations team serves as the primary interface between the CRE Finance industry and policymakers. Through a collaborative process with our members, CREFC engages with legislators, regulators, and other policy stakeholders to advocate for policies that promote the interests of our membership and the broader industry.

By joining a CREFC Forum, members are able to participate in the creation of official policy positions and will gain access to regular updates from our Government Relations team on the latest regulatory developments.

Conflicts of Interest Rule
Successfully advocated for narrowing the overly broad scope of the SEC’s Conflicts of Interest in Securitizations rule to target conflicted transactions and relevant parties more appropriately.

144A Bond Data Protection
Successfully exempted 144A bonds from a policy change that could have required public disclosure of borrower information already available to 144A investors.

Basel Endgame Advocacy
Submitted comments and coordinated a real estate industry letter on proposed rules that would raise capital charges on banks with >$100 billion in assets. While the rule is still forthcoming, regulators have telegraphed that the proposal will have significant changes.

Conferences & Programs

The CRE Finance Council holds two premier conferences each year in the United States: the January Conference in Miami and the June Annual Conference in New York. Conference programming addresses the most relevant topics facing the industry, presented by recognized finance leaders.

Complementing these major conferences are After-Work Seminars, Young Professional, Women's Network, and Educational events held regularly throughout the calendar year, each of which is tailored to fit the constituencies served by CREFC.

NCREIF/CREFC Open-End Debt Fund Aggregate

CREFC has teamed up with NCREIF to produce and promote the NCREIF/CREFC Open-end Debt Fund Aggregate (the “Debt Aggregate”). In short, this product will deliver a fund-level compilation of open-end debt funds providing financing to commercial and multifamily real estate borrowers/owners. The Debt Aggregate will be issued in a draft “consultation” format for at least one year, which allows time for industry feedback before it is rolled out as an official product.

The mission of the Young Professionals (YP) Network is to provide a platform for junior CRE finance professionals to foster meaningful business relationships and gain relevant industry knowledge through networking events, seminars and panels.

YP programming events are developed by YPs – so the content is current and applicable in their daily work. Each YP educational event includes a networking aspect to build and foster industry relationships with both peers and seasoned industry leaders. YPs are surveyed by region for ideas for future programming to ensure educational and industry needs are met.

Additionally, there are networking only events held in a more relaxed atmosphere where YPs can mingle among their peers.

The London interbank offered rate, or LIBOR, has been called the world’s most important number. Quoted daily across five currencies and seven maturities, the rate underpins hundreds of trillions of dollars in contracts around the world from home mortgage loans to complex derivatives. For U.S. dollar (USD) LIBOR alone, the estimated exposure is approximately $200 trillion.

The Federal Reserve Board, the Office of the Comptroller of the Currency, and the Federal Deposit Insurance Corporation have issued supervisory guidance encouraging banks to “cease entering into new contracts that use USD LIBOR as a reference rate as soon as practicable and in any event by December 31, 2021,” noting that new USD LIBOR issuance after 2021 would create safety and soundness risks.

CREFC serves as a member of the Alternative Reference Rates Committee (ARRC), a group of private-market participants convened by the Federal Reserve Board and Federal Reserve Bank of New York. In addition, CREFC co-chairs the ARRC’s Securitizations Working Group (SWG) with the Structured Finance Association (SFA). We are focused on helping the CRE finance industry learn about the transition from LIBOR and serving as a platform to create a constructive dialogue on the challenges our industry faces during this critical period of change.

Leadership

The affairs of CRE Finance Council are managed by a Board of Governors, selected from the general membership, which meets at least two times a year. During the periods the Board is not convened, the Executive Committee has full authority to transact all CRE Finance Council business. The Executive Committee is made up of the chair, chair-elect, vice chair, secretary, treasurer, membership chair, administrative executive, as well as four additional Executive Committee members.
